More Vodka, Fewer Fruit Wines And New Drinks: Government Sets Alcohol Production Quotas For 2026

The Council of Ministers, by Resolution No. 757 of December 23, has set quotas for the production of alcoholic and other spirit-containing products in 2026. The document was officially published today on the National Legal Internet Portal.

Compared with 2025, the quota for vodka production has been increased, quotas for fruit and berry wines have been reduced, and new categories of beverages have been added to the document.

In 2026, production is planned at the following levels:
raw spirit from food raw materials — 1.1 million decalitres (the same as initially set for 2025),
rectified spirit from food raw materials — 8.445 million decalitres (unchanged),
vodka and vodka-based products — 10.354 million decalitres (+69,000 decalitres),
fruit vodka — 10,500 decalitres (+3,000 decalitres),
honey vodka — 3,000 decalitres (no quota previously),
grape vodka — 2,500 decalitres (-3,000 decalitres),
natural fruit and berry wines — 4.252 million decalitres (-465,300 decalitres),
fortified fruit wines — 1.696 million decalitres (-517,700 decalitres),
Soviet champagne and other sparkling wines — 2.256 million decalitres (+148,000 decalitres),
grape wines — 3.788 million decalitres (-118,000 decalitres),
cognac — 1.152 million decalitres (+210,000 decalitres),
brandy — 245,000 decalitres (+32,000 decalitres),
whisky — 490,000 decalitres (+80,500 decalitres),
rum — 44,500 decalitres (-1,000 decalitres),
tequila — 21,000 decalitres (+2,500 decalitres),
calvados — 12,000 decalitres (-1,000 decalitres),
non-food alcohol — 1 million decalitres (unchanged),
grape wine coolers — 100,000 decalitres (-100,000 decalitres),
strong spirits — 1.366 million decalitres (-181,000 decalitres),
grain-based spirits — 255,000 decalitres (+12,000 decalitres),
strong fruit-based drinks — 8,000 decalitres (+4,000 decalitres),
honey-based drinks — 2,000 decalitres (no quota previously),
strong honey-based drinks — 5,000 decalitres (no quota previously),
cocktail drinks — 15,000 decalitres (+13,000 decalitres),
cognac-based drinks — 5,000 decalitres (+1,000 decalitres),
wine-based drinks — 85,000 decalitres (+33,000 decalitres),
liqueur drinks — 214,000 decalitres (no quota previously),
whisky-based drinks — 40,000 decalitres (no quota previously),
fruit content in fruit wine — 2,000 decalitres (unchanged),
medicinal antiseptics — 243,000 decalitres (+1,000 decalitres),
veterinary antiseptics — 5,000 decalitres (unchanged),
disinfectants — 137,000 decalitres (-50,000 decalitres).

The quotas have been distributed among the regions, Minsk, the Belhospishcheprom concern, Belkoopsoyuz, and the National Academy of Sciences of Belarus. It is noted that the government may adjust the established quotas during the year.
