On August 10, Aliaksandr Lukashenka signed a decree amending a 2011 decree on the disposal of junk cars.
“The document is aimed at reducing problematic issues related to ownerless vehicles and simplifying the work of executive committees and organizations authorized by them in this area,” Lukashenka’s press service reports.
Under the decree, defective self-propelled machines, including tractors and similar equipment, left outside the grounds of private homes and parking areas will be classified as junk cars.
Organizations authorized by executive committees in accordance with the established procedure will be given the right to deal with abandoned vehicles. Along with executive committees, they will be able to obtain information about individuals who previously had a direct connection to the abandoned equipment, including those who insured it, had it inspected or paid fines for it, and who may have been its owners. Such individuals will be sent notices.
The deadline for filing a court application to have a vehicle declared ownerless and transferred into the ownership of the relevant administrative-territorial unit has been shortened. It will be 10 days instead of 30, as previously.
