Belarus Registers First Apartment Sale Agreement via Video Link

In Belarus, the certification of a real estate sale and purchase agreement has for the first time been completed fully online, the State Committee on Property reported.

The agreement was concluded between a seller from Viciebsk and a buyer from Minsk. The document was signed on a tablet, while registrars certified it with electronic signatures.

The agency noted that the new procedure became possible due to changes in legislation and the introduction of digital services. Participants in a transaction can now choose the format for certifying an agreement, including the involvement of several registrars.

According to BelTA, the seller applied to the office at the location of the property in Viciebsk, while the buyer applied in Minsk. Using real-time video and audio communication, the registrars and the parties to the transaction held a joint online session, during which they agreed on the terms of the contract, received the necessary explanations of their rights and obligations, and then signed the documents.

The parties to the transaction used handwritten-signature equivalents on a tablet, while the registrars used an electronic digital signature. After the procedure was completed, both parties received a paper copy of the certified agreement.
