Coordination Council Forms Belarusian Democratic Forces Delegation To PACE

The Coordination Council elected a new delegation of Belarusian democratic forces to the Parliamentary Assembly of the Council of Europe. The vote was conducted using a ranked format: the three candidates who received the most votes joined the main delegation, while three others became alternates.

The main delegation consists of:

  • Pavel Latushka, Latushka Coalition and For Freedom Movement — 291 votes;
  • Uladzimir Astapenka, Latushka Coalition and For Freedom Movement — 256 votes;
  • Ksenia Lutskina, European Choice — 205 votes.

The alternates are:

  • Aliaksandra Mamayeva, non-affiliated delegate — 190 votes;
  • Hanna Skryhan, United Civic Party — 180 votes;
  • Yauhen Andreychyk, Nastup — 159 votes.The delegation of Belarusian democratic forces to PACE exists on the basis of a decision by the Assembly’s Bureau dated Sept. 6, 2024, adopted pursuant to paragraph 12.1 of Resolution 2530, “A Democratic Future for Belarus.” It consists of three main representatives and three alternates. They may participate in the work of PACE committees and subcommittees and speak with the permission of the president, but they have no voting rights and do not participate in plenary sessions. They are barred from participating in three committees: the Monitoring Committee, the Committee on Rules of Procedure and Immunities, and the Committee on the Election of Judges to the European Court of Human Rights.
