The Belarusian government has adopted a resolution “On the Departure of Minor Citizens Outside the Republic of Belarus.”

The document establishes the procedure for organizing trips by children outside Belarus as part of organized groups. Responsibility for the safety of the children is assigned to the trip organizers and accompanying adults.

“The organizers of children’s trips abroad to international events and accompanying persons are assigned responsibility for ensuring the safety of minors while traveling and staying outside Belarus,” the government press service reports.

The resolution was adopted two months after an attack on a bus carrying Belarusian children in Russia’s Bryansk Region. On June 17, a bus carrying Belarusian children traveling to the Russian resort city of Gelendzhik came under a drone attack. One woman accompanying the group was killed and eight people, including six children, were injured. Moscow said the bus had been attacked by a Ukrainian drone, while Kyiv rejected the accusations and called the incident an information provocation.

Following the incident, Aliaksandr Lukashenka proposed placing organized trips by children abroad under state control.
