Turchyn Names Key Investment Projects Through 2030

The construction of a second pulp and paper mill and the production of a high-powered tractor are among the main industrial projects for the next five-year period. Prime Minister Alyaksandr Turchyn said this at the All-Belarusian People’s Assembly while presenting the social and economic development program through 2030.

According to him, the following projects will be implemented over the next five years:

  • in the woodworking sector — construction of a second plant for the production of sulfate pulp;
  • in petrochemicals — a polypropylene production complex;
  • in metallurgy — the creation of a precision aluminum casting facility;
  • in mechanical engineering — the organization of production of a high-powered tractor.

According to Turchyn, as a result, value added in industry per employee should increase by 1.4 times.

“Science must work for the efficiency of the real sector. The foundation has been prepared. This includes 12 state programs of scientific research, 20 scientific and technical programs, and the state program of innovative development. Their implementation will make it possible to increase the share of knowledge-intensive GDP to 1% and raise the share of innovation-active organizations to 40%,” he said.

The task has also been set to form new high-tech industries: the production of industrial robots, unmanned systems, piloted aviation and microelectronic products, pharmaceutical products and biotechnological goods, as well as electric and hybrid passenger vehicles.

It is assumed that at least 10,000 electric vehicles will be produced annually. The number of robotic systems per 10,000 workers is expected to reach at least 100.

Overall, exports of goods and services are planned to increase by 1.2 times, while the share of high-tech products in exports should reach 40%. The share of countries outside the CIS in exports is expected to increase to 30% by 2030.

“Measures for digitalization are planned in the real sector, public administration, and the social sphere. Domestic software should cover critically important sectors and 90% of the business entities most in demand among the population. Administrative procedures will be transferred to a digital format. As a result, the share of the digital economy in gross domestic product will reach 7.5%,” Turchyn said.

According to him, a Center for Entrepreneurship Development will be created, and instruments of financial support from the Development Bank are expected to be expanded.

“As a result, the share of small and medium-sized enterprises in gross value added will amount to 33%, and the average annual growth of tax revenues from this category will be at least 10%,” he said.

The priority will be implemented through the programs “Science for the Economy and Society,” “Digital Belarus,” and “Sustainable Entrepreneurship.”
