Law Introducing Fines for the Promotion of Homosexual Relationships, Gender Transition, Childlessness and Pedophilia Comes Into Force

Today, Law No. 138-Z of April 15, which introduced amendments to the Code of Administrative Offences, entered into force.

As of June 19, Article 19.16 of the Code of Administrative Offences, titled “Promotion of Homosexual Relationships, Gender Transition, Childlessness and Pedophilia,” is now in effect in Belarus.

“The dissemination, in any form, of information aimed at creating among citizens perceptions of the attractiveness of homosexual relationships, gender transition, childlessness, or the acceptability of pedophilia shall entail a fine of up to 20 base units for individuals, up to 100 base units for individual entrepreneurs, and from 100 to 150 base units for legal entities,” the article states.

If such actions result in a minor being exposed to the information, the fine will range from 20 to 35 base units. Offenders may also be sentenced to community service or administrative detention. For individual entrepreneurs, the fine increases to 100–150 base units, while for legal entities it rises to 150–200 base units.

The law also introduces liability for mobile operators for poor-quality telecommunications services.

In addition, it establishes fines for violations of regulations governing the keeping of companion animals at home, animal cruelty, breaches of rules for conducting operations with tokens, violations of import and export restrictions in foreign trade activities, and other offences.
