Investigators Reveal Details of Killing at Homiel College. Accused and Victim Had Long-Running Conflict

On 25 March, two 17-year-old students at Homiel State Road Construction College got into a fight. One of them was stabbed and died in hospital. The Investigative Committee has found that the teenagers had been in conflict for a long time, but the college administration had done nothing.

The fight took place on the morning of 25 March in a workshop at the training ground. The accused stabbed his classmate with a knife. The victim was taken to hospital but died despite doctors’ efforts. The accused has been placed in custody. He has been charged with murder.

There had been a long-running conflict between the victim and the accused. Despite this, the college did not carry out any individual preventive work with the teenagers and, despite their hostile relationship, assigned them to the same practice subgroup.

A submission was sent to the Republican Institute of Vocational Education demanding that shortcomings and failures in organising work with the college’s students be addressed. It was considered at a meeting of the institute attended by the Ministry of Education, teaching staff and the college administration.

Measures were also developed to improve discipline in the educational process, and disciplinary measures against education sector employees were discussed.
