The former security officers’ initiative BELPOL has published the Regulations on the Procedure for Reserving Persons Liable for Military Service Working in State Bodies and Organisations Regardless of Ownership During Mobilisation and Wartime, approved by Council of Ministers Resolution No. 252-18s of 11 April 2023. The document had not previously been officially published.

The regulations set out the procedure for determining which persons liable for military service will not be among the first to be called up in the event of wartime mobilisation. The document states that there are lists of organisations where all employees will receive a reservation from mobilisation. Which organisations are included in these lists is unknown.

In other organisations, reservations may apply to no more than 40% of those liable for military service. The decision on who will be included among those reserved will be made by the management of the enterprise.

Reservations are guaranteed for managers and their deputies in state bodies and organisations. Persons holding doctoral degrees or academic titles of professor or associate professor are also granted special status.

The regulations also provide that if vehicles are mobilised, the personnel assigned to them will also be mobilised.

People under the age of 27 who did not serve in the military and had no legal grounds for exemption are not eligible for reservation.

The full document is available on the BELPOL website.
