The Ministry of Antimonopoly Regulation and Trade (MART) has issued a warning to the Information Technology Center (ITC) of the Minsk City Executive Committee, finding signs of an antimonopoly law violation in its actions.
The Minsk Capital Union of Entrepreneurs and Employers had asked the ministry to review the situation. The union’s member, Bright Solutions LLC, submitted a request to the ITC to approve the use of its own software product, “Housing and Utilities Management,” by organizations within Minsk’s housing and utilities system.
The approval process lasted more than 1.5 years. At the same time, the ITC of the Minsk City Executive Committee is the developer of a competing software product, the automated information system “DomUchet.”
“MART concluded that the inaction of the State Enterprise ‘Information Technology Center of the Minsk City Executive Committee’ showed signs of a violation of antimonopoly legislation, expressed in delaying the procedure for reviewing and deciding on the entity’s request,” the ministry reported.
The ITC was ordered to stop actions violating antimonopoly legislation by Oct. 12, 2026.
