Indonesia Officially Introduces Visa-Free Travel for Belarusian Citizens

Indonesia has added Belarus to the list of countries whose citizens may enter the country without a visa. The decision is set out in a regulation issued by the Ministry of Immigration and Corrections.

Immigration Minister Agus Andrianto on July 7 signed Regulation No. 10/2026 expanding the list of countries granted the Bebas Visa Kunjungan (“visa-free visit”) regime. The document entered into force on the date of its publication and repeals the previous version of the corresponding regulation.

The annex to the document lists six countries and territories whose citizens are now entitled to visa-free entry to Indonesia:

  • Belarus;
  • Brazil;
  • Kazakhstan;
  • Macau (a Special Administrative Region of China);
  • Peru;
  • Türkiye.

The legal basis for the decision is Indonesia’s Presidential Regulation No. 95 of 2024 on visa-free visits. The document changed the previous procedure for granting visa-free access: the president established the criteria, while the authority to approve and amend the list of eligible countries was delegated to the immigration minister. When adding new countries, the authorities must take into account the principle of reciprocity, as well as security, tourism, economic and investment interests.

During the visit of Aliaksandr Lukashenka to Indonesia in early July, the visa-free regime was among the topics of bilateral talks. Following his meeting with President Prabowo Subianto, Lukashenka thanked the Indonesian side for its decision to abolish visa requirements for citizens of both countries and establish direct air links.

Visa-free entry to Indonesia for Belarusian citizens was suspended in March 2020 due to the COVID-19 pandemic. Belarusian citizens were required to enter Indonesia with visas issued electronically or on arrival (Visa on Arrival).

Indonesian citizens, in turn, can already travel to Belarus without a visa for stays of up to 30 days.
