Corruption Scheme Involving Brochures With Extracts From Legal Codes Uncovered in Brest Region

The Brest Region Prosecutor’s Office, together with the Interior Ministry, has uncovered a corruption scheme involving the procurement of printed materials by state-owned enterprises in the region. Twenty-one criminal cases have been opened.

According to the investigation, from 2024 through May 2026, heads of accounting departments at a number of state-owned enterprises colluded with a private company based in Minsk. Using company funds, they purchased printed materials containing reprints of selected articles from the Tax Code, Budget Code and Labour Code, along with commentaries on them.

There was no actual need for the publications, as the enterprises already had access to legal information systems, including specialised accounting products. Some of the purchased brochures remained unopened, while others were sent for recycling.

For each order of brochures and the advance payment made, the officials received rewards in the form of gift certificates from major retail chains. The value of each certificate depended on the size of the order, the Brest Region Prosecutor’s Office reported.

Property purchased with the gift certificates was found in the possession of the officials, their close relatives and acquaintances. Most of the items were household appliances.

Twenty-one criminal cases have been opened on charges of accepting bribes under Article 430 of the Criminal Code. The household appliances, gift certificates and payment documents have been seized.
