Belarusian Government to Create Registry of Numerical Regulatory Indicators

The Belarusian Council of Ministers has decided to establish a unified registry containing all numerical indicators set out in the country’s regulatory legal acts. Government Resolution No. 381, dated July 28, was published today on the National Legal Internet Portal and will enter into force on August 1.

The registry will compile regulatory legal acts issued by government bodies at various levels that contain “exclusively numerical indicators.”

The database will be maintained by the National Center for Legislation and Legal Information.

The registry will be available on the National Legal Internet Portal.

The government also approved a list of indicators to be included in the registry. They include:

• pricing indicators, including fixed and maximum prices (tariffs), maximum markups (discounts and surcharges), maximum profitability ratios, coefficients applied to indexed prices,
• other pricing-related indicators,
• standards for the provision of equipment, tools and inventory for various institutions and organizations, daily food allowances, time standards and material consumption standards,
• indices, including projected construction price indices, projected indices for construction and installation work, equipment and other costs, housing construction cost indices and others,
• coefficients, including profitability coefficients for token transactions,
• standard service lives of fixed assets,
• minimum age requirements for participation in sports,
• maximum limits for manually lifting and carrying loads,
• maximum monthly expenditure per person for the provision of and participation in the provision of medical care, by type and conditions of care,
• maximum and/or fixed rates charged for technological connection of electrical installations to power grids,
• the number of imported truck tractors eligible for reduced recycling fees,
• indicators for the maximum allowable monthly price increase,
• the average compensation payable to local budgets for the cost of residential premises, among others.
