Accountants Received Gift Certificates for Purchasing Reprinted Legislation

Twenty-one criminal cases have been opened in the Brest region against accountants. The cases stem from their purchases of printed publications containing information from tax, budgetary and labour legislation.

“It was established that from 2024 through May 2026, heads of accounting departments entered into collusion with a private commercial company based in Minsk. State-owned enterprises used their funds to purchase printed materials containing reprints of selected articles from the Tax Code, Budget Code and Labour Code, as well as commentaries on them. However, there was no real need for these printed materials, as the enterprises already had access to legal information systems, including specialised accounting products. Notably, some of the brochures remained unopened in their original packaging or had even been discarded as waste paper,” the Prosecutor’s Office said.

According to the investigation, the accountants received gift certificates from major retail chains for each order they placed. The value of the certificates depended on the cost of the purchase.

“During searches, property was discovered and seized from the officials, their close relatives and acquaintances, primarily household appliances purchased using these gift certificates.

In this way, company funds were deliberately converted into personal property through the procurement of products that were not actually needed,” the Prosecutor’s Office said.
