Belarusian State Sector Improves Economic Performance In First Half Of Year

State-owned enterprises and companies with a state ownership stake improved their economic performance in the first half of the year, according to a report by Belstat.

Revenue of state-owned enterprises and companies with a state ownership stake amounted to 140.82 billion rubles in January-June 2026. It increased by 8% compared with the same period last year. The state sector’s share of total revenue generated by enterprises across the country was 49.9%, down 0.5 percentage points from the same period in 2025.

Net profit for the first half of the year increased by 5% to 5.84 billion rubles.

Return on sales increased by 0.4 percentage points year-on-year to 7.8%.

The share of loss-making organizations also increased. In January-June, 12.6% of organizations reported losses, up 3.1 percentage points from the first half of last year.

Overdue debt on loans and borrowings amounted to 1.897 billion rubles at the end of the first half of the year, down 5 million rubles year-on-year. State-owned enterprises accounted for 72.4% of overdue debt nationwide, up 2.4 percentage points from the same period in 2025.

State-sector exports of goods amounted to $9.85 billion, 27.4% more than in the first half of 2025. Imports increased by 43.7% to $5.89 billion. Exports of services rose by 25.2% to $1.765 billion, while imports increased by 26.6% to $1.43 billion.

Industrial output in the state sector amounted to 61.1 billion rubles (+4.3%), accounting for 66.9% of the country’s total. The state sector’s share of industrial production increased by 1.2 percentage points year-on-year. Inventories stood at 6.786 billion rubles as of July 1, down 97 million rubles year-on-year.

State-sector retail turnover amounted to 6.2 billion rubles (+7.6%), or 11.9% of total retail turnover nationwide, down 0.6 percentage points from the same period in 2025.

State-sector investment in fixed assets amounted to 16.06 billion rubles (+13.6%). It accounted for 60.6% of total investment nationwide. The state sector’s share of investment increased by 0.9 percentage points year-on-year.

The Belstat report covered 2,978 legal entities that were wholly or partially state-owned. Their number fell by 85 organizations over the year.

The state sector employed 1.124 million people, 9,000 fewer than in the first half of 2025. Organizations wholly or partially owned by the state accounted for 39.1% of all workers in Belarus. This share declined by 0.3 percentage points year-on-year. Average wages at state-owned enterprises and companies with a state ownership stake amounted to 2,945.6 rubles in the first half of the year, compared with 2,607.2 rubles in the first half of 2025.
