Measures Approved to Support Development of Selected Districts in the Mahiliou and Vitsyebsk Regions

Aliaksandr Lukashenka on July 7 signed a decree introducing measures aimed at giving additional momentum to the socio-economic development of the south-eastern districts of the Mahiliou Region and the Paazerye area of the Vitsyebsk Region through 2030.

The decree applies to the Klimavichy, Kastsyukovichy, Krasnapolle, Krychau, Slauharad, Khotimsk and Cherykau districts of the Mahiliou Region, as well as the Braslau, Haradok, Dokshytsy, Lepel, Miory, Polatsk and Ushachy districts of the Vitsyebsk Region, which make up the area known as Paazerye.

“The decree will help create favourable conditions for the further development of these regions, the establishment of new enterprises and production facilities, and the implementation of investment projects,” Lukashenka’s press service said.

The measures provide for transfers from the national budget to reimburse up to 35% of capital expenditures incurred in implementing investment projects financed with loans from the Development Bank of the Republic of Belarus.

The decree establishes requirements for investment projects seeking such transfers. They must demonstrate economic viability and provide justified payback periods.

It also provides for the adoption of a socio-economic development programme for the south-eastern Mahiliou Region for 2026–2030 and for the inclusion of a corresponding section in the socio-economic development programme of the Vitsyebsk Region. These documents are to be considered by the regional councils of deputies.

Responsibility for implementing the measures set out in the decree is assigned to the relevant officials.

The decree also introduces several additional measures for the south-eastern Mahiliou Region:

  • updating and extending the validity of previous decrees on the region’s development;
  • equal co-financing from the national and regional budgets for the purchase of machinery as part of the technical modernisation of organisations;
  • allowing agricultural organisations to purchase heifers and pregnant heifers with funding from the national budget.
