The Lithuanian government approved a draft resolution on military counter-mobility measures prepared by the Lithuanian Defense Ministry. The measures outlined in the draft are intended to make it more difficult for a potential adversary to enter Lithuania and move through its territory, the Lithuanian government press service reports.

The draft resolution provides for the restoration of wetlands in border areas and the creation of strips equipped with engineering obstacles.

“We aim to make the most effective possible use of Lithuania’s terrain features and engineering measures to make it more difficult for an adversary to move and create more favorable conditions for our army to operate if necessary. Therefore, alongside the measures already being implemented, we are also planning new solutions, including wetland restoration and the creation of areas with special engineering measures along the border”, Lithuanian Deputy Defense Minister Tomas Mikelkevičius said.

By the end of 2028, a 20-meter-wide strip equipped with counter-mobility measures is planned along the border with Belarus and Russia’s Kaliningrad region, while in some areas it will be up to 150 meters wide.

Military counter-mobility measures will include wetland restoration by the end of 2030. Lithuania believes that after the restoration of the hydrological regime, such areas will become difficult for heavy equipment to traverse within several years.

The number of counter-mobility engineering equipment parks is planned to reach 50 by the end of 2028.

Lithuania will continue installing reserve barriers at certain sections of roads and approaches to bridges. Bridges will be equipped with engineering structures designed to hold explosives. By the end of this year, legislation governing bridge design is planned to be amended. It will include a requirement for new and reconstructed bridges to have structures and designated locations for attaching explosives and demolishing bridge structures.
