European officials are considering changing their approach to imposing sanctions on Russia, the Financial Times reported.

According to the newspaper, EU member states may move away from adopting large sanctions packages in favor of targeted measures or smaller thematic packages. The change is intended to reduce the risk of any single EU country vetoing new sanctions.

The adoption of the 21st sanctions package faced opposition from Greece over a proposed ban on transporting Russian liquefied natural gas to third countries, which raised concerns in Athens about the impact on shipping companies. Other member states also voiced objections. As a result, the 21st package was less extensive than the European Commission had originally proposed.
