Kallas Says EU’s 21st Sanctions Package Targets Refineries in Belarus and Russia

The European Union’s 21st sanctions package includes oil refineries in Belarus and Russia, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said.

“This is our largest round in four years, totalling 218 listings.

We’ve hit more than a hundred banks and crypto operators, over 40 shadow fleet vessels, and several oil refineries in Russia and Belarus, who help keep Moscow’s war going,” she wrote on X.

Kallas did not specify which refineries were targeted. It should be noted that Naftan has already been on the EU sanctions list since 2022. However, sanctions have not previously been imposed on the Mazyr Oil Refinery. It is therefore likely that Belarus’s second oil refinery has been added to the sanctions list as part of the 21st package.

The relevant EU regulation has not yet been formally adopted or published.
