US Lifts Sanctions on Belavia and Lukashenka’s Aircraft

The US Department of the Treasury’s Office of Foreign Assets Control (OFAC) on November 4 issued Belarus General License No. 12, “Authorizing Transactions Related to Certain Blocked Aircraft.” The measure concerns aircraft used by Alyaksandr Lukashenka. Sanctions were also lifted from the national airline Belavia.

The license authorizes renewed transactions related to the following aircraft:

  • aircraft with tail number EW-001PA and serial number 33079;
  • aircraft with tail number EW-001PB and serial number 33968;
  • helicopter with tail number EW-001PH and serial number 31835.

The authorization covers transactions involving the use of these aircraft by Alyaksandr Lukashenka or the company Slavkali LLC, as well as by individuals blocked under the Belarus Sanctions Regulations (BSR) who hold an interest in the listed aircraft.

The general license does not permit the unblocking of any funds frozen before 12:01 a.m. Eastern Standard Time on November 4, 2025, nor any other transactions prohibited under the BSR, including those involving persons blocked under the BSR other than those specified in the note to paragraph (a) of this general license.

Nothing in this general license exempts any person from compliance with other federal laws or the requirements of other federal agencies, including the International Traffic in Arms Regulations (ITAR), administered by the Department of State, and the Export Administration Regulations (EAR), administered by the Department of Commerce.

A separate decision also lifted sanctions on the airline Belavia, which has been removed from the Specially Designated Nationals and Blocked Persons (SDN) List.

The decision further specifies that sanctions have been lifted from the business jet EW-301PJ, which the Lukashenka family uses for travel. The aircraft is formally linked to Belavia.
