The Viasna Human Rights Centre has learned that people sentenced under administrative articles are already being held in the unfinished detention centre for offenders in Sciapianka.
It was previously reported that a new complex for a detention centre for offenders is being built on the site of a former military compound in Sciapianka. Reconstruction of the building to house the centre has been under way since September 2025.
The site previously housed a barracks of a separate Air Force training communications battalion built in the late 1960s. After the military unit was disbanded in 1997, the building remained unused for a long time.
At the same time, a “current repair” is scheduled at the operating detention centre in 1st Akrestsina Lane from March 2 to June 30, 2026.
