Belarus proposes introducing licensing for additional education for children and young people, as well as the installation and maintenance of intercom systems. This is provided for by a draft law amending the law on licensing, which was discussed today with Aliaksandr Lukashenka.
Opening the meeting, he once again stressed that licensing is not an end in itself.
“It is based on permission. You have a license — you go and work. There may also be restrictions. It is necessary to understand that if we are talking about restrictions, they are forced measures and should be aimed at doing good, not harm.
Licensing is not an end in itself. Any type of activity can be overregulated. But excessive barriers, insufficiently considered decisions, and even poorly drafted wording can have a very adverse effect on both people and the economy,” he said.
He noted that adjustments to regulation in education are continuing.
“For a number of years, we have been consistently fine-tuning state regulation of educational activities. I emphasize, fine-tuning, not tightening the screws, as unscrupulous media outlets or pseudo-experts who have fled abroad sometimes try to portray it.
The main requirement in this matter is to protect our children from all kinds of fraudsters and ensure equal working conditions for both state and private entities,” he said, adding that the state-forming sphere of education would be regulated with due regard for national interests, regardless of whether anyone likes it.
The issue of licensing for intercom installation raised fewer doubts with Lukashenka. However, he asked whether all service organizations would be able to quickly meet the licensing requirements and how this would affect the cost of services.
“Will they be able to meet all the necessary requirements and obtain licenses in a timely manner? Will all this lead to disruptions in the provision of services and higher costs for the public?” he asked.
Another proposal concerns requirements for employees of private clinics.
