Second UK–Belarus Democratic Forces Consultations Held In London

On 9 March, the second consultations between the UK government and Belarusian democratic forces were held at the Foreign Office in London. The British delegation was led by Chris Allan, director of the Eastern Europe and Central Asia department at the Foreign Office, while the Belarusian side was headed by Franak Viačorka, chief adviser to Sviatlana Tsikhanouskaya.

During the first session, participants discussed the situation inside Belarus and the challenges faced by Belarusian society amid ongoing repression. Particular attention was paid to the situation of political prisoners, political persecution and the need to maintain international pressure on the regime. Representatives of the Belarusian democratic forces also outlined their priorities regarding democratic transition and the preparation of institutions.

The second session focused on security issues — Belarus’s role in Russia’s war against Ukraine, the country’s militarization and regional risks. Participants exchanged views on how international partners can respond to emerging threats and support a sovereign and democratic future for Belarus.

The long-term social consequences of repression and forced emigration for Belarusian families were also discussed. These included issues of legal status, access to the labor market and social protection for Belarusians abroad, as well as the psychological and economic difficulties they face.

Independent media, the diaspora and culture also featured prominently on the agenda. Media representatives noted that 70% of the audience of outlets operating in exile remains inside Belarus. Participants discussed the spread of regime propaganda and disinformation, strategies to support sustainable journalism, and the role of the diaspora and youth in preserving Belarusian democratic identity.

The Belarusian side included representatives of Tsikhanouskaya’s Office, the United Transitional Cabinet, iSANS, BelPol, the Atlantic Council, Belsat TV, Zerkalo, the Belarusian Council for Culture and the Association of Belarusians in the United Kingdom, Tsikhanouskaya’s Office reported.

The first consultations between the UK Foreign Office and Belarusian democratic forces took place on 21 March 2025.
