The Mahilyow Prosecutor’s Office has sent to court a criminal case against a 42-year-old resident of the regional center. He is accused of abuse of official authority and aiding in causing property damage without signs of theft (Part 3 of Article 424, Part 1 of Article 16, Part 1 of Article 216 of the Criminal Code).
According to the prosecutor’s office, the accused, while serving as director of an organization providing hairdressing services, for three years from 2022 to July 2025 provided services related to fictitious employment of college graduates who were required to complete mandatory work placements.
“He organized the preparation and signing of orders on hiring college graduates, the conclusion of employment contracts with them without the intention of actual labor relations, the insertion of false entries into employment records, as well as the reporting of inaccurate information about graduates employed in the organization he headed. As a result, the accused created conditions allowing 12 graduates to avoid reimbursing the state for the costs of their education,” the prosecutor’s office said.
Damage to the state has been estimated at more than 93,000 rubles. The statement also says that the serious consequences of the accused’s actions included causing significant harm to state and public interests, including “discrediting the principles of state policy in the field of education.”
The accused remains at liberty under a travel restriction.
Separate criminal cases have also been opened against the graduates. They have fully compensated the damage. Authorities are considering releasing them from criminal liability by applying administrative penalties.
