Alexander Novak, Russia’s deputy prime minister, said the country’s fuel market is gradually stabilising.
“We are seeing that these measures are producing results, and the market is already partially stabilising. Restrictions are being lifted in many regions, which is evident from the growing number of operating filling stations and the reduction in queues,” he said.
In June and early July, the Armed Forces of Ukraine carried out a series of successful attacks on Russian oil refineries, putting a significant amount of refining capacity out of operation. According to media reports, Russia’s oil refining output may have fallen by as much as one-third. To restore fuel supplies, the Russian government restricted fuel exports, lowered gasoline quality requirements, and postponed scheduled maintenance at several refineries in the eastern part of the country.
