The Belarusian Association of Journalists (BAJ) is presenting a concept for reforming Belarus’ media sector, developed by experts for a potential window of opportunity for change. The presentation is taking place today in Vilnius.
As BAJ noted, the concept includes several key areas. Among them are the liquidation of the Ministry of Information, the introduction of self-regulation mechanisms for the media, a transition from mandatory media registration to a notification-based system, and simplified accreditation for foreign media.
The reform project also provides for the reorganisation of state-owned media: a legislative ban on media ownership by state bodies, transparent procedures for privatisation and liquidation, and the creation of a public broadcaster with an appropriate legal framework.
Financial support for media from the state is proposed to be based on an open system of grants and tax incentives. Legislation on freedom of expression is planned to be reformed to abolish repressive norms and ensure the protection of free speech and media.
