House of Representatives Passes 2026 Social Protection Fund Budget in Two Readings

The House of Representatives has approved the 2026 budget of the Social Protection Fund in two readings at once.

According to the press service of the chamber, the fund’s revenues for next year are projected at 39.01 billion rubles, an increase of 10.8% compared to this year’s plan. Employer and employee contributions will account for 98.3% of all revenues — 35.735 billion rubles. Another 4.7 million rubles will come from contributions paid by organizations that provide monetary allowances to conscripts. Contributions to professional pension insurance are projected at 253 million rubles.

Non-tax revenues of the Social Protection Fund will amount to 668.5 million rubles, including 430.9 million rubles from investing the assets of the professional pension insurance system.

Subventions from the national budget will total nearly 1.98 billion rubles.

Expenditures are set at almost 38.5 billion rubles — 17.3% more than this year’s plan. Pension payments will make up 80.7% of all spending, or 31.07 billion rubles.

The pension expenditure plan is based on maintaining the ratio of the average pension to the average wage at 37.1%.
