Head of Belneftekhim Describes Preventive Measures Against Sanctions

A preventive mechanism has been established within the Belneftekhim concern to mitigate the impact of sanctions, Chairman of the concern Ilya Ikan said in an interview with the corporate publication.

“We have long been adapting to restrictions imposed by the United States, Canada, and several other countries, and we understand that it is impossible to predict everything. Sanctions are not just lists — they are a complex mechanism with many hidden nuances that may surface unexpectedly at any stage of work.

That is why our key task is to act proactively. We have built a system of constant monitoring of new decisions by unfriendly countries and immediate analysis of their potential impact on each enterprise. It is this preventive work that allows us to avoid the most serious non-obvious risks — whether sudden difficulties with payments via third countries, changes in transit rules, or the blocking of deliveries of critical equipment.

As a result of our joint efforts, we have not only softened the negative effects but fundamentally transformed many processes. The most effective solutions have been deep diversification of logistics routes and the creation of resilient alternative supply chains for raw materials and components with partners from friendly countries. In addition, we are actively introducing our own engineering and IT solutions, which reduces critical dependence on foreign technologies. This comprehensive work is what ensures the stability of the petrochemical sector under current conditions,” he said.

According to him, enterprises of the concern now export to 47 countries. For example, Hrodna Azot ships nitrogen fertilizers to Brazil, Mexico, and Côte d’Ivoire. The Homiel Chemical Plant has begun supplying NPK fertilizers to Armenia, Georgia, Moldova, and Mexico, as well as increasing volumes to Turkey and Côte d’Ivoire. Belshyna is now present in Bangladesh, Venezuela, and South Africa. Work is nearing completion on establishing exports of truck tires to Cameroon.

Ikan also confirmed that Belarusian refineries are processing Russian tolling crude.

“Mozyr Oil Refinery and Naftan have increased their processing depth compared to last year. In addition, both enterprises have begun processing tolling crude supplied from the Russian Federation. Mutually beneficial conditions have been created for business partners. Oil products are shipped back to Russia, and some are sold on export markets,” he said.
