The Council of Ministers has approved the state program “Ecology” for 2026–2030. The volume of its financing for five years has been set at 1.616 billion rubles.
According to the government’s press service, the goal of the program is to improve the quality of environmental protection and ensure rational use of natural resources.
The program includes six subprograms, each with defined target indicators:
- “Hydrometeorology and Climate” — improving the quality of hydrometeorological observations, regulating climate impacts, and improving water resource management (target indicators by 2030: increase in the accuracy of short-term weather forecasts by regions to 97.75%; reduction of greenhouse gas emissions compared with 1990 levels to 37%; change in the area of water-related ecosystems compared with 2017 levels to 30%);
- “Persistent Organic Pollutants” — fulfillment of obligations under the Stockholm Convention on Persistent Organic Pollutants (target indicator: decommissioning of equipment containing polychlorinated biphenyls compared with 2025 levels — 100%);
- “Biological and Landscape Diversity” (target indicator: increase in the share of specially protected natural areas in the total area of the country to 9.4%);
- “Environmental Protection” — ensuring sustainable natural resource use (target indicators: increase in the combined annual share of periods with very good, good, and moderate ambient air quality to 93%; increase in the share of water bodies with good water quality to 80%);
- “Ecology of Regions” — ensuring environmental safety (target indicators: maintaining the index of discharge of insufficiently treated wastewater into water bodies at 30% of the 2015 level; maintaining surface water bodies in proper condition and improving them; conducting liquidation sealing of boreholes no longer suitable for use for groundwater extraction, amounting to 90% of such boreholes as of January 1 of the relevant year);
- “Goal 99” — maximizing the involvement of municipal solid waste in economic circulation (target indicator: municipal solid waste utilization rate of 70%) and reducing the negative impact of waste on the environment.
