Belarus Introduces Debt Limit for Mobile Subscribers

Starting June 7, 2026, a debt limit will be introduced for mobile subscribers in Belarus. Mobile operators will be required to ensure that outstanding balances on subscribers’ accounts do not exceed five basic units (225 Belarusian rubles).

As the Ministry of Communications and Informatization said, the measure is primarily intended to protect subscribers from unintentionally accumulating significant debts while using international roaming services.

If the established limit is inconvenient, for example before travelling abroad, subscribers may apply to their operator’s office and submit a request to change it.

At the same time, restrictions are being introduced on the activation of additional services through SMS or USSD requests. Such requests will now be permitted only when entered directly by the subscriber, preventing accidental subscriptions caused by clicking on pop-up windows.

The measure is based on Council of Ministers Resolution No. 108 of March 4, 2026, “On the Radio Frequency Spectrum.”
