Belarus Begins Preparing Framework Agreement with Rosatom on Third Unit of Belarusian NPP

Belarus has begun preparing a framework agreement with the Russian state corporation Rosatom on the construction of a third power unit at the Belarusian Nuclear Power Plant in Astravets. This was announced on the First Information television channel by Energy Minister Dzianis Maroz.

“In accordance with the instructions of the head of state, we have begun working on the issue of developing nuclear energy in Belarus in the form of a third unit at the Belarusian Nuclear Power Plant. In order to proceed with the implementation of this project, we need to prepare a package of documents. We are starting to develop a framework agreement with the state corporation Rosatom, which will set out the technical and economic conditions for the implementation of this project,” he said.

According to him, a joint working group of the Belarusian Ministry of Energy and Rosatom has already held several meetings. The project is now being discussed in detail, the framework agreement is being drafted, and an action plan is being developed for all state bodies involved in the construction of the third unit.

The key tasks for 2026, the minister said, are to complete the preparation of the framework agreement, sign a contract, and conclude an intergovernmental agreement between Belarus and Russia on the construction of the nuclear facility.
