Asphalt Deteriorated During Warranty Period: Prosecutor General’s Office Reviews “Roads of Belarus” Program for 2021–25

The Prosecutor General’s Office has issued an order to the Ministry of Transport and Communications to устранить violations following an inspection of the implementation of the subprogram “Republican Roads” within the state program “Roads of Belarus” for 2021–25.

Prosecutors found that work had been carried out with insufficient quality.

“There were cases of the destruction of asphalt pavement, as well as engineering structures of bridges and overpasses, occurring during the warranty period. At the same time, road maintenance enterprises did not file claims against contractor construction organizations to устранить these deficiencies within the warranty period.

Critical defects in the road surface were identified, as well as cases of non-compliance with construction technology. It is also characteristic that not all organizations maintained proper records of such defects,” the Prosecutor General’s Office said.

In addition, prosecutors concluded that organizations under the Transport Ministry failed to adequately prevent traffic accidents involving animals.

“On certain sections of highways in the Minsk, Homyel, Vitsyebsk and Mahilyou regions, protective fencing sections were damaged, roadside vegetation was not cleared to ensure visibility of wild animals, and ‘Wild Animals’ warning signs were not installed on potentially dangerous sections,” the Prosecutor General’s Office added.

Other violations were also identified. In particular, organizations under the Transport Ministry failed to comply with the law “On Road Traffic” in terms of drivers’ work. Cases of violations of public procurement regulations and procurement using own funds were recorded, as well as failures to comply with the law “On Combating Corruption.”
