National Bank Updates List of Free Banking Services for Individuals and Caps Certain Fees

The National Bank has defined general approaches for banks to setting commission fees for services. The decision was adopted to expand access to banking services and improve the quality of service for individuals and legal entities, the regulator’s press service reported. The decision enters into force on January 15, 2026.

Under the National Bank’s decision, the following banking services will be provided to individuals free of charge (except for individual entrepreneurs and cases previously established by law):

  • review of documents submitted by individuals (borrowers) to change the terms of a loan agreement;
  • provision of information, including certificates and other documents, on the outstanding balance under a loan agreement once per month;
  • issuance of a certificate on the outstanding balance under a loan agreement, including the principal and interest, for the use of family capital funds;
  • provision, at the request of a guarantor and for the purpose of fulfilling obligations under a loan agreement, including one concluded with a borrower that is a legal entity, of a document on the outstanding balance under that agreement;
  • issuance of a certificate confirming full fulfillment of obligations under a loan agreement, as well as a certificate confirming the non-receipt of a preferential loan for gasification, for the purpose of carrying out administrative procedures;
  • provision in electronic form, including via remote banking systems, of statements for a current (settlement) bank account;
  • provision of statements for bank deposit accounts;
  • provision of certificates to veterans of the Great Patriotic War under contracts concluded with them;
  • review of applications to change limits on bank payment cards;
  • execution of intrabank transfers, including using details of cards issued by the bank carrying out the transfer;
  • opening and closing of current (settlement) bank accounts;
  • provision to cardholders of the bank’s service for cash withdrawals from current (settlement) accounts using such cards at the bank’s ATMs;
  • provision of cash withdrawal services at a bank cash desk from a current (settlement) account opened with that bank, including using a payment instrument issued by that bank;
  • replacement of a card under certain conditions within an existing agreement in connection with card compromise;
  • provision of services for connection to and access to the bank’s remote banking system in which the client has a current (settlement) bank account.

The National Bank has also capped fees charged to individuals, except individual entrepreneurs, for the following services:

  • crediting of funds in Belarusian rubles to client accounts — up to 1.5 percent of the credited amount, but no more than five base units;
  • acceptance of foreign currency in cash for collection and replacement (exchange) of damaged foreign currency — no more than 5 percent of the amount;
  • issuance of certificates in the state language of the Republic of Belarus (with the exception of certificates containing information on account balances for deposit accounts) on the existence of bank accounts and deposits with the bank, and on closed bank accounts — no more than 0.5 base units, if their free provision is not established by law.
