Belarus’s Republican Budget Recorded a Deficit of Nearly 2 Billion Rubles in 2025

Belarus’s republican budget was executed with a deficit of 1.976 billion rubles in 2025. A draft law approving the report on last year’s budget execution has been submitted to the House of Representatives.

Budget revenues amounted to 50.4 billion rubles, while expenditures reached nearly 52.4 billion rubles.

The initial republican budget plan envisaged a deficit of 4.46 billion rubles. Revenues exceeded the plan by 4.6 billion rubles, while expenditures were 2 billion rubles higher than projected.

Tax revenues of the republican budget totalled 35.1 billion rubles last year, exceeding the plan by 664 million rubles. Non-tax revenues amounted to 7.66 billion rubles, 3 billion rubles above target. Of this amount, budget dividends generated 3.57 billion rubles, exceeding the plan by 1.6 billion rubles. The republican budget also received 266.9 million rubles in fines and deductions, 19 million rubles above plan.

Gratuitous transfers from foreign states amounted to 5.1 billion rubles, nearly 700 million rubles more than originally planned.

Spending on general government activities totalled 23.1 billion rubles last year, 170 million rubles below plan.

A total of 3.89 billion rubles was allocated to servicing public debt, 846 million rubles less than planned.

Expenditure on national defence amounted to 4.545 billion rubles, 181 million rubles below plan.

Spending on the judiciary, law enforcement and security reached 5.58 billion rubles, exceeding the plan by 240 million rubles. This included:

  • 2.16 billion rubles for internal affairs bodies (+108 million rubles);
  • 208 million rubles for the prosecutor’s office (+10 million rubles);
  • 558.3 million rubles for the border service (+29 million rubles);
  • 425.1 million rubles for penal system bodies and institutions (+9.5 million rubles);
  • 489.8 million rubles for state security bodies (+35 million rubles);
  • 260.6 million rubles for judicial authorities (+9 million rubles);
  • 267.2 million rubles for customs authorities (+7.6 million rubles);
  • 590.9 million rubles for the Ministry for Emergency Situations (+21.6 million rubles);
  • 613.8 million rubles for other law enforcement and security-related issues (+8 million rubles).

Support for the national economy amounted to 10.1 billion rubles last year, 2.5 billion rubles above plan.

Spending on environmental protection exceeded the plan by 12 million rubles and totalled 204.5 million rubles.

The republican budget allocated 2.7 billion rubles to healthcare, 90 million rubles less than planned.

Expenditures on physical education, sport, culture and the media totalled 354.6 million rubles, 30 million rubles below plan. At the same time, almost 269 million rubles was allocated to the media sector, 89 million rubles more than originally planned. Most of the increase in media spending came from the category “other issues,” where expenditures reached 110.8 million rubles — five times the amount initially budgeted.

The republican budget allocated 2.08 billion rubles to education, 90 million rubles below plan.

Spending on social policy amounted to 3.11 billion rubles, 104 million rubles less than planned.
