Ukraine Imposes Sanctions on Sheiman and Lukashenka’s Sons

Details have emerged of a new package of Ukrainian sanctions against Belarus, introduced by a decree signed by President Volodymyr Zelenskyy. The measures target 11 Belarusian legal entities and 16 Belarusian citizens for assisting Russia in its aggression against Ukraine.

The sanctions include companies producing components for 122 mm and 152 mm artillery shells for Russian forces: Olsa, the Minsk-based Thermoplast plant, and the Heavy Forging Plant. Also listed are IK 9, which manufactures packaging for shells, and NefteKhimDiagnostika, where munitions are reportedly tested.

Restrictions have been imposed on the Vitsyebsk Plant of Electrical Measuring Instruments, which supplies equipment for repairing Russian armoured vehicles, Radiotekhnika, which produces components for military equipment, and a plant that repairs Russian aircraft of the Tu, Yak and Il families.

The list also includes the Minsk Civil Aviation Plant No. 407, the Barysau Plastic Products Plant, and the Minsk-based companies Chip i Dip and 407 Tekhniks.

Among the individuals are Viktar Sheiman, Viktar Lukashenka, Dzmitry Lukashenka, Dzmitry Baraznou, Maksim Karpyza, Dzmitry Kisel, Alyaksandr Markouski, Pavel Muraveika, Alyaksandr Rakhmanau, Maksim Syrai, Alyaksandr Saldatsienka, Aliaksei Sushkevich, Dzmitry Charei, Alyaksandr Sheliangouski, Natallia Shket and Stanislau Yarakhovich.

“Among the individuals is a close associate of Alyaksandr Lukashenka, Viktar Sheiman, who has held senior government positions in Belarus for many years. He carries out assignments from the self-proclaimed president, conducts interstate negotiations and develops shadow business ties. He is implicated in organising ‘death squads’ that eliminated opposition politicians, activists and public figures. He is one of the organisers of schemes to circumvent sanctions imposed by Ukraine and partner states against Russian and Belarusian companies. Viktar Sheiman is under sanctions by the United States, the European Union, the United Kingdom, Switzerland and Canada.

Sanctions have also been imposed on Viktar and Dzmitry Lukashenka — the sons of the self-proclaimed Belarusian president. They are involved in exporting goods in circumvention of international sanctions, supplying dual-use items and re-exporting goods through Belarus”, the Ukrainian presidential press service said.

“This is a signal to many of our partners about where pressure should be applied to reduce the level and intensity of this war. Russia has no goodwill; it must be compelled to take the steps necessary to reduce aggression, and let them later call these their ‘gestures of goodwill’. It is necessary that Belarus is not drawn into the war. It is necessary that there are no operations against other European countries. It is necessary that there is a достойный peace in Russia’s war against Ukraine”, Zelenskyy said.
