The US Treasury Department’s Office of Foreign Assets Control (OFAC) has issued a general license authorizing operations involving the Belarusian Potash Company, Belaruskali OJSC, and BPC’s Ukrainian subsidiary Agrorozkvit.
General License No. 13 authorizes all transactions involving the following entities:
- Joint Stock Company Belarusian Potash Company;
- Agrorozkvit LLC;
- Belaruskali OJSC; or
- any legal entity in which one or more of the above-listed entities owns, directly or indirectly, individually or in the aggregate, a 50 percent or greater ownership interest.
The license does not authorize:
- the unblocking of any property blocked pursuant to any part of Chapter V of Title 31 of the Code of Federal Regulations (CFR);
- any transactions otherwise prohibited by the Belarus Sanctions Regulations (BSR), including transactions involving the property or property interests of any person blocked pursuant to the BSR, except for the blocked persons identified in paragraph (a) of this general license, unless separately authorized.
The document was signed by OFAC Director Brad Smith on December 15.
The United States announced the lifting of sanctions on Belarusian potash on December 13 following talks between Alyaksandr Lukashenka and US Special Envoy for Belarus John Coale.
