Romania Names Belarusian KGB Officer Linked to Former Moldovan Intelligence Deputy

Former deputy director of Moldova’s Intelligence and Security Service (SIS) Alexander Balan, detained in September 2025 on suspicion of working for the Belarusian KGB, was in operational contact with KGB officer Uladzimir Varazhbitau, the Romanian outlet Digi24 reported.

According to the publication, Varozhbitau was supported by three other KGB officers, and earlier he had taken part in coordinating another spy, Uladzislau Nadzeika.

Nadzeika was detained in September 2025 in Poland. He worked as a taxi driver in Białystok. A list of names of Belarusians who had received asylum in Poland was found on him.

Balan communicated with the KGB through drafts in an email account. This method of communication does not require sending emails. Parties with access to the mailbox leave notes in the “drafts” folder.

According to judicial sources, one of the accounts used by Balan — [email protected] — was opened and deleted from an IP address in Belarus. This happened after information about Balan’s detention appeared in the press.

Access to this mailbox was from Balan’s Blackview phone. The phone was found during a search of his apartment inside a Faraday bag, which blocks electromagnetic signals and prevents remote access to devices inside. The same bag also contained a 32 GB flash drive that had been used in the process of encrypting some files with the VeraCrypt application.

In another of Balan’s email accounts, several drafts in Russian dated July 2025 were found. The drafts appeared after Balan’s trip to Budapest in April, where he met Belarusian KGB officers at the Nova City Apartments complex. After this meeting, he wrote reports that he compiled following contacts with sources of information.

Balan’s case was sent to court at the end of last week. He is accused of attempted treason through the transfer of classified state information, committed in a continuing form, as well as of disclosing secrets that endanger national security.

Alexander Balan was detained in Romania in September 2025 as part of a joint operation by the intelligence services of the Czech Republic, Hungary, and Romania. He was reported to have worked for the KGB since 2024 and to have passed information that could threaten Romania’s national security. As part of the same operation, a Belarusian KGB officer working under diplomatic cover was expelled from the Czech Republic.
