The Polish prosecutor’s office has opened a criminal case into attempts by Belarusian security services to recruit employees of the National Anti-Crisis Management (NAU). Pavel Latushka, deputy head of the United Transitional Cabinet and head of the NAU, received an official notice from the District Prosecutor’s Office in Warsaw on November 8.

According to the document, the case was opened on October 23, 2025, by the Military Affairs Department over the fact that from July 27 to 31, at least ten NAU employees received messages offering cooperation with Belarusian intelligence services. The messages included blackmail, promises of money, and offers to “start with a clean slate.”

The investigation is being conducted under Article 130 of the Criminal Code — “activities in the interest of foreign intelligence.” The offense carries a penalty of five to thirty years in prison.

Pavel Latushka and Artsiom Brukhan spoke to journalists about the recruitment attempts on July 31. Latushka later gave formal testimony at the request of the prosecutor’s office.

“The opening of a criminal case by the District Prosecutor’s Office in Warsaw confirms the seriousness and scale of the actions of the regime’s security services, aimed at countering the activities of Belarus’s democratic structures and activists, as well as creating threats to the security of the Republic of Poland.

I appeal to citizens of Belarus who face persecution and threats from the regime’s security services on the territory of Poland: please inform the District Prosecutor’s Office in Warsaw (regardless of your place of residence in Poland) about such actions so they can be consolidated and investigated within a single criminal case, which will simplify evidence collection and the course of the investigation,” Pavel Latushka said.
