Latvian Resident Suspected of Financing Russian Army Through Intermediary in Belarus

Latvia’s State Security Service (VDD) has asked prosecutors to bring criminal charges against a Latvian citizen on suspicion of providing financial support to the Russian army for the purchase of military equipment.

The criminal case was opened by the VDD on 25 November 2025 under Article 77-2 of the Criminal Law. The article concerns the transfer of financial resources to a party involved in an armed conflict outside Latvia whose actions are directed against the territorial integrity and political independence of another state.

The investigation found that the suspect responded to an appeal from a contact person in Russia to raise funds for the purchase of military equipment for Russian servicemen taking part in the war against Ukraine. The funds were intended for equipment to suppress unmanned aerial vehicles.

According to the VDD, the transfer of money to Russia was carried out through an intermediary — an acquaintance of the suspect who is a citizen of Belarus.

On 2 December 2025, the suspect was detained. The State Security Service carried out investigative actions at two locations linked to him — in Rezekne and in Preili District. The suspect was remanded in custody, the VDD press service said.
