Council Of The Republic Approves Law Introducing Administrative Liability For Propaganda Of Homosexual Relationships, Gender Transition, Childlessness And Paedophilia

The Council of the Republic today approved the draft law “On Amendments to Codes on Administrative Liability”.

As the Council’s press service reported, the Code of Administrative Offences is being supplemented with nine new articles, 43 new types of administrative offences, while 73 existing offences and 32 penalties are being amended.

In particular, the Code will be supplemented with an article entitled “Propaganda of Homosexual Relationships, Gender Transition, Childlessness and Paedophilia”. It provides for liability for “the dissemination in any form of information aimed at creating among citizens the perception that homosexual relationships, gender transition, childlessness are attractive, or that paedophilia is acceptable”. The fine for this will be up to 20 basic units for individuals, up to 100 basic units for sole proprietors, and from 100 to 150 basic units for legal entities. If a minor has been exposed to such information, the fines will increase, while individuals may also face community service or administrative arrest.

Administrative liability is also being introduced for:

  • violating the procedure for the identification and traceability of animal-origin products,
  • violating the procedure for the purchase of official and special passenger vehicles,
  • violating requirements regarding mobile network coverage and the quality of such services,
  • conducting prohibited transactions and operations with digital tokens,
  • illegally representing the Republic of Belarus at international events,
  • violating the rules governing work to control the spread of certain invasive plant species.

The draft law provides for the possibility of suspending the enforcement of penalties involving the deprivation of the right to drive a vehicle, as well as exemption from the unserved part of such a penalty.

Liability will be removed for non-payment of taxes and other mandatory payments to the budget in amounts not exceeding 40 basic units, provided the debt is repaid within 10 days of receiving the inspection report; for violations of public procurement legislation, provided they are remedied after receiving an order from a state body; and for providing inaccurate information in a statistical declaration, provided corrections are made before proceedings begin.

The law now has to be signed by Alyaksandr Lukashenka.
