As of June 1, 110 foreign companies were registered in Belarus as payers of value-added tax (VAT) on electronic services, according to the Ministry of Taxes and Duties.
The ministry also noted that if VAT is not paid, tax authorities may suspend access to the websites through which companies provide their services.
“In this regard, it should be taken into account that one of the reasons for a website becoming inaccessible may be the detection of tax violations,” the ministry said.
According to the relevant list published by the ministry, website-blocking measures have been applied to eight companies. In 2024, access to Airbnb was restricted and later restored, while in 2025 similar measures were applied to the Alibaba marketplace. Access to Alibaba was reopened in July of last year.
Since 2024, the Ministry of Taxes and Duties has continued to restrict access to the websites of Hetzner Online, Activision Blizzard, Vaskiani Ventures (Megogo), Etsy, Paddle.com and Upwork.
