Putin Ratifies Belarus–Russia Agreement on Mutual Protection of Citizens From Prosecution by Other States

On January 30, Vladimir Putin signed a law ratifying an agreement between Belarus and Russia on measures for the mutual protection of citizens from unjustified prosecution by foreign states and international judicial bodies.

The agreement was signed in March 2025. Under its terms, the parties recognize personal immunity for senior and other officials and also guarantee functional immunity for a number of individuals in connection with requests from third parties.

Belarus has already ratified the agreement.
