The Belarusian Investigative Center has published an investigation into supplies by a Belarusian subsidiary of a British company to Russian military plants.
The publication focuses on the unitary enterprise “Brake Hydraulics”, which is owned by the British company Tollgate Systems Limited. Until September 2025, the British company was owned by Denmark’s Nastar Trade Invest ApS. Investigators link all these companies to the Fenox group of Belarusian businessman Vitaly Arbuzov. The group specialises in the production of automotive components.
Among the buyers of “Brake Hydraulics” products, investigators name Fenox’s distributor in Russia, DS-TEK LLC. It received cab-lifting components for various modifications of Ural vehicles. These include trucks used by Russia in the war and lost in large numbers — the Ural-4320 and Ural-43206. From June 2022 to July 2025, the Belarusian company supplied DS-TEK with goods worth $2.7 million.
Another client of “Brake Hydraulics” is Russia’s AMZ JSC, which is under EU and UK sanctions. The Arzamas Machine-Building Plant produces armoured personnel carriers. It received parts from the Belarusian enterprise for the BTR-82/82A and BTR-90.
