Belarus’ State Control Committee has uncovered violations in the operations of one of Minsk’s district landscaping enterprises. Following the inspection, 110,000 Belarusian rubles were returned to the state budget, while contractors reimbursed the enterprise a further 28,000 rubles.
According to the committee, the enterprise overstated the volume and cost of completed maintenance and repair work on public amenities and the street and road network. Reports included work that had not actually been carried out, as well as materials that had not been used.
In particular, budget funds were paid for overstated volumes of pavement tile installation. Because of the incorrect application of pricing rates, the same work was paid for twice. In addition, the documentation listed tree-pruning work that had not been carried out by the enterprise’s employees.
The inspection also uncovered violations of tax and environmental legislation. Value-added tax (VAT) was included in payments to contractors even though it should not have been charged in these cases.
Among other violations, the State Control Committee cited improper accounting of production waste, breaches of public procurement legislation and the failure to record certain fixed assets in the accounting system, including an animal exercise area.
Administrative proceedings have been initiated against seven employees of the enterprise over the identified violations.
