Lukashenka Signs Secret Decree on Kamvol OJSC

Alyaksandr Lukashenka has signed a secret decree on Kamvol OJSC.

Decree No. 467 of December 31 “On the Activities of Kamvol OJSC” was published today on the National Legal Internet Portal. The document entered into force on the day of signing. Almost all of its provisions are classified as “for official use only.”

“In order to ensure the sustainable functioning of Kamvol OJSC, I hereby decree:
1. For official use only.

5. To amend decrees of the President of the Republic of Belarus (Appendix 2).

9. Oversight of the implementation of this Decree shall be entrusted to the State Control Committee,”
the text of the decree says.

According to the published Appendix 2, the republican budget will continue in 2026 to pay Belarusbank 100% of the interest rate on a number of loans issued to Kamvol OJSC, but no more than 8% per annum. In addition, in 2027 the enterprise will make equal payments of the amounts due that year under a previously granted deferral of debt to the budget on fulfilled guarantees.

In October, Alyaksandr Lukashenka said that Kamvol OJSC once again was not operating properly and had accumulated debts of more than 200 million rubles. Ten days later, the chair of the Bellegprom concern, Tatsiana Luhina, was appointed director general of Kamvol OJSC.
