The Council of Ministers of Belarus, by Resolution No. 815 of December 31, has approved regulations on assessing the effectiveness of official foreign business trips. The document was published today on the National Legal Internet Portal and enters into force upon publication.
The regulations state that the effectiveness assessment is conducted to correlate the actual economic return, foreign policy or other effects important for the country with the public funds spent by government bodies.
The government defines the following effectiveness indicators:
– results of foreign economic activity of a government body (state organization) by country;
– an increase in the value and/or physical volume of exports of goods to the relevant countries;
– an increase in the value of exported services;
– when entering new country markets, positive dynamics in exports of new types of goods and services to the relevant countries;
– when attracting foreign investment, the volume of attracted foreign direct investment;
– when making investments abroad, participation of Belarusian business entities in investment projects in foreign states, acquisition of foreign assets, entry into foreign holdings and corporate structures, and the creation of their own (sectoral) distribution networks, including assembly and joint production facilities, service and logistics centers;
– when opening new credit lines, the amount of credit resources provided (tranches);
– when receiving international technical or humanitarian assistance, the volume of assistance received in monetary or in-kind form;
– in interregional cooperation, growth in regional economic indicators in foreign trade with the relevant region of a foreign state;
– conclusion of contracts (agreements) that are of important political, economic, scientific, scientific-technical or other significance and their practical implementation;
– ensuring the interests of the Republic of Belarus in relations with foreign states, international organizations and interstate formations;
– formation and strengthening of a positive image of the Republic of Belarus in the international arena, including through participation in scientific, cultural and sporting events and humanitarian activities;
– practical results of developing interagency cooperation;
– in advanced training, internships or other training of employees of a government body (state organization), the degree of application of acquired knowledge and experience in practical activities;
– implementation of tasks related to ensuring national security;
– fulfillment of other tasks in nationwide interests and achievement of other results having a positive effect, taking into account the specifics of the activities of the government body (state organization).
Based on the assessment results, a government body or state organization must develop measures to improve the effectiveness of business trips. Assessment reports must be submitted by March 1 of the year following the reporting year.
