Zelenskyy Signs Decree Allowing Parade in Moscow

Ukrainian President Volodymyr Zelenskyy has published a decree titled “On Holding a Parade in Moscow,” signed today.

The document authorizes a parade to take place in Moscow and excludes Red Square from the list of targets for Ukrainian weapons systems.

“To permit the holding of a parade in the city of Moscow (Russian Federation) on May 9, 2026.

For the duration of the parade (from 10:00 a.m. Kyiv time on May 9, 2026), the territorial square of Red Square shall be excluded from the plan for the use of Ukrainian weaponry.

The decree enters into force from the date of signing, the document states.

Earlier today, the United States announced a ceasefire between Ukraine and Russia for May 9, 10, and 11, along with a planned 1000-for-1000 prisoner exchange. Zelenskyy also confirmed a three-day ceasefire.
