Tsikhanouskaya’s Office Publishes Concept for Accountability for Repression in Belarus

The legal team of the Office of Sviatlana Tsikhanouskaya has published a Concept for Accountability for Repression in Belarus.

The document outlines how gross human rights violations committed after 2020 could be investigated in a future democratic Belarus. It addresses the role of victims, the preservation of evidence, the right to truth and compensation, as well as national and international mechanisms for holding those responsible accountable.

A key element of the concept is the proposal to establish a hybrid tribunal for Belarus that would combine national jurisdiction with international participation and expertise. According to the Office of the Belarusian democratic leader, such a mechanism is regarded as the most realistic model for prosecuting those responsible for the gravest crimes.

“The International Criminal Court and the Special Tribunal for the Crime of Aggression against Ukraine are very important examples of how the international community responds to the gravest crimes. For Belarus, it is now important to think about the next step — a mechanism that will work in Belarusian conditions. I believe such a model could be a hybrid tribunal combining Belarusian jurisdiction with international expertise,” said Tsikhanouskaya’s legal adviser Leanid Marozau.
