Decree No. 208 of June 22, “On Additional Measures for the Procurement of Services,” was published today on Belarus’s National Legal Internet Portal. The decree entered into force on the day it was signed.
The decree introduces amendments to Decree No. 191 of June 26, 2023, “On Streamlining the Acquisition and Use of Vehicles”. All amendments have been classified as “for official use only” and have not been made public.
As a reminder, the 2023 decree established price limits that state-affiliated Belarusian legal entities may not exceed when purchasing new vehicles for official or special-purpose passenger transport. It also prohibited such purchases if the buyer had outstanding debts. The document stipulated that state-owned legal entities, business companies, banks, agricultural organizations, and unitary enterprises founded by organizations with a state ownership share exceeding 50% must purchase “domestically produced vehicles” for official and special-purpose use from BelGee and its distribution organizations through a single-source procurement procedure. Certain organizations, however, were exempted and retained the ability to purchase foreign-made vehicles.
The decree also included a provision stating that transportation for off-site events should generally be organized centrally by the legal entity responsible for the event. The use of official vehicles for travel to such events was permitted only in cases related to the specific work schedules of employees being sent on assignment.
Finally, the document established rules governing the procurement of transportation services. Judging by the title of the new decree, the latest amendments may concern this section.
