If licensing is introduced for the installation and maintenance of intercom systems, the Interior Ministry Security Department will take over this work if it cannot find a licensed service provider. Interior Minister Ivan Kubrakou said this after a meeting with Aliaksandr Lukashenka.
The minister said the idea of introducing such licensing had received support. The task is to introduce it promptly.
According to Kubrakou, 82 legal entities and 14 individual entrepreneurs are engaged in intercom services in the country.
“The current situation generates numerous complaints from citizens about the quality of services provided, while complaints are often directed not at employees of commercial service providers but at representatives of state utility services.
To increase the level of responsibility of business entities, at the initiative of the Interior Ministry, provisions are being introduced into the draft law defining “intercom systems” as an integral part of the concept of “technical security systems”. Work involving them will be classified as a licensed activity. The need for these changes is due to the absence of the term in the current version of the legislation, while its definition contained in state standards is advisory in nature”, Kubrakou explained.
He said that if no licensed business entity is able to provide intercom maintenance, the services will be provided by units of the Interior Ministry Security Department. Their capacity will allow them to cover the entire residential housing stock in the country. In addition, this will make it possible to implement a system providing emergency services personnel and law enforcement officers with prompt access.
“The Interior Ministry will begin developing a system whose functionality will provide emergency services personnel and law enforcement officers with prompt access, alert people in the event of danger, and unlock intercom system locks. A pilot access control system has already been deployed at the Monitoring Center of the Interior Ministry Security Department, with 494 facilities connected”, he added.
